On the basis of Article 57, paragraph 1 of the Law
on Organisation and Operation of the State Administration Bodies (“Official
Gazette of the RM” No. 58/00; 112/2000) and in relation to the Conclusion of
the Government of the Republic of Macedonia No. 23-6734/1 adopted on the
session of the Government held on 27 November 2001, the Minister for Local
Self-Government adopted the following
for
establishment of a Coordinative Body for planning, monitoring, management and
coordination of the reform in the local self-government system
1.
The
Coordinative Body shall be established for the purposes of planning,
monitoring, management and coordination of the reform in the local
self-government system. The members of the Coordinative body include:

2.
The
Coordinative Body shall have external members who shall participate in the work
of the Body. The external members shall include representatives from:
Jasmina Galevska
The Agency for Civil Servants;
Tanka Blazevska The
Office of the Ombudsman;
Lupco Ivanovski The State Audit Office; and
Dusica Perisik The Association of Local Self-Government Units (ZELS)
3.
Other
organizations and institutions, as well as local and foreign experts and
scholar (scientific) support teams shall also participate in the work of the
Coordinative Body, when the need arises, to focus especially on analysis,
comparative reviews, development of plans, research, etc.
1.
The
Coordinative Body shall plan, monitor, manage and coordinate the processes for
implementation of the decentralization in all sectors that relate to it and in
accordance with the commitments undertaken in the Strategy for Reform of the
System of Local Self-Government and the Action Plan for Implementation of the
Local self-Government Reform (2000 – 2004) through:

Bringing
legislation relevant for the local self-government reform in line with the
provisions of the Law on Local Self-Government;
·
Review
of operative and financial implications from the delegation of competencies and
proposing relevant measures;
·
Identifying
and analyzing (infrastructure, staff, resources, methods of delegation) of
state competencies that could be delegated to the local level;
·
Communication
with various stakeholders in the reform process;
·
Developing
mechanisms to monitor the implementation, assessment and feedback for the
implementation of the reform;
·
Public
hearings, seminars and workshops to assess the efficiency and effectiveness of
each separate action to guarantee the broadest possible political and social
consensus;
·
Proposing
amendments to the Action Plan for Implementation of the Local Self-government
Reform (2000 – 2004).
2.
The
Coordinative Body shall be established for a period of four years. It shall
start to operate as of 1 February 2002.
3.
In
case of termination of employment or reassignment of any of the members of the
Coordinative Body, the competent Ministry is obliged to inform the Ministry of
Local Self-Government thereof within 15 days and to nominate a new
representative.

The
representative of the Ministry of Local Self-Government shall be ex officio the
Head of the Coordinative Body.
2.
The
Head of the Coordinative Body shall be responsible for organizing and
coordinating the work of the Coordinative Body.
3.
The
Head shall convene the meetings of the Coordinative Body on request of the
Minister for Local Self-Government, on his/her own initiative or on the
initiative of a member of the Coordinative Body.
4.
The
Minister for Local Self-Government or the Head of the Coordinative Body may ask
the state administration bodies to submit data within their competence and to
review and submit a written report on their findings on a specific issue within
their scope of responsibilities if such activities contribute to the
implementation of the Action Plan for Implementation of the Local
self-Government Reform (2000 – 2004).

The
Coordinative Body shall have a secretary and assistant secretary:
Secretary: Mihaela Stojkovska,
Assistant Head of Sector for Normative-Legal Issues of the Municipalities,
Ministry of Local Self-Government.
Assistant Secretary: Aleksandra Kunovska, Advisor, Librarian and Archivist in the Ministry
of Local Self-Government
2.
The
Secretary and Assistant Secretary shall support the Head of the Coordinative
Body in preparation of meetings, participate in the work, take care of the
implementation of the plans, keep records and perform other tasks assigned by
the Head.

The
members of the Coordinative Body shall participate at the meetings.
2.
In
case of absence, the member of the Coordinative Body shall authorise a person
that shall sit instead of him/her in the meeting.
3.
The
member of the Coordinative Body may:
-
Propose
a meeting of the Coordinative Body;
-
Request
information and documents relevant for the work of the Coordinative Body;
4.
The
member of the Coordinative Body shall be obliged to:
-
Inform
the responsible persons in the body he/she represents about the activities of
the Coordinative Body and about its conclusions;
-
Present
the stand of the body he/she represents on the issues under discussion.

Each
ministry involved in this process, depending on the extent of involvement in
the reform and the tasks assigned, shall develop a mechanism for implementation
of the Action Plan for Implementation of the Local Self-Government Reform.
1.
For
the purpose of successful implementation of the local self-government reform,
the Ministry of Local self-Government in cooperation with the foreign donors
shall:
-
organise
the work and activities of the Coordinative Body;
-
coordinate
and steer the assistance offered by international donors relating to local
self-government;
-
ensure
training for the members of the Coordinative Body through: study tours,
training on EU recommendations and directives, seminars and other types of
training focusing on local self-government;
-
inform
the public on a regular basis on the main objectives of the reform process in
the local self-government by publication of a newsletter, organizing public
hearings, TV and radio programmes and spots;
-
establish
a Council for support of the reform composed of eminent scientists;
-
inform
the Government at least twice a year on the implementation of the Action Plan
for Implementation of the Local self-Government Reform (2000 – 2004) and, if
needed, propose amendments to the Plan.

For
each of the actions defined in the Action Plan for Implementation of the Local
Self-Government Reform (2000 – 2004) a special working group shall be
established involving members delegated from the bodies responsible for
implementation of each action separately.
2.
Local
and foreign expert may participate in the work of the working groups.
3.
The
work of the working groups shall be organized and coordinated by Heads of the
working groups.
4.
Each
working group shall have a secretary responsible for technical and
administrative support in the organization and coordination of the work
together with the Head of the relevant working group.
5.
The
Heads of the working groups shall regularly and on request of the Head of the
Coordinative Body report on the implementation of activities for which they are
responsible.
1.
The
mode of operation of the Coordinative Body and the working groups referred to
in Article 7 of this Decision shall be regulated by Rules of Procedure for
Operation of the Coordinative Body.

Decision shall enter into force on the day of its adoption.
